			<content:encoded><![CDATA[<p>The Cape Hatteras area of the NC Outer Banks has long been regarded as one of the surfing capitals of the state, if not of the whole east coast.  The Hatteras peak jutting into the Atlantic can generate some feirce and powerful waves at times.  It is an oasis to surfers in the area, an escape from the slow wave-lapping OBX beaches surrounding Hatteras.</p>
<p>Interested in surfing?  Watch out for fisherman, who are also called surfers.</p>

			<content:encoded><![CDATA[<p>Off-road vehicle access to Cape Hatteras National Seashore, now restricted to protect threatened shore birds, would be restored by bills introduced Wednesday in Congress by N.C. lawmakers.</p>
<p>The legislation was proposed by Sens. Elizabeth Dole and Richard Burr and Rep. Walter Jones, all Republicans from North Carolina. A federal consent decree that took effect last month has restricted off-road vehicle and citizen access to parts of the seashore at certain times to protect threatened piping plovers and other birds that are nesting there.</p>
<p><span id="more-7"></span></p>
<p>“The consent decree has once again shown that managing the seashore through the courts without public input is always a bad idea,” Jones said.</p>
<p>Burr, ranking Republican on a national park subcommittee in the Senate, said he expected that a compromise could be reached between people who need access to the shore “while at the same time addressing any potential environmental concerns.”</p>
<p>The National Audubon Society and Defenders of Wildlife had filed a lawsuit to protect declining bird populations from off-road vehicles because the park service hadn&#8217;t completed its obligation to develop a permanent plan for managing the problem.</p>
<p>Local businesses have said they are being harmed by the restrictions that have kept sportsmen and other visitors away. <a rel="external nofollow" href="http://www.charlotte.com/breaking_news/story/665419.html">Article From Charlotte Observer</a></p>

<p>Last night we had another Commit Fest session&#8230;, this time, at Canadian Hole. The SW wind filled in with moderately powered 5.3m conditions. A number of sailors were on the water including many Hatteras Loop Fest participants. There were a number of FWD loop attempts; however, no solid commits with splashdown in a water start position. It is more difficult to break the commit hurdle in the small sound-side wind chop. The key though is to hang on to the boom and stay in the straps until splashdown.</p>
<p><span id="more-6"></span></p>
<p>Ken K and Chris G were two participants who were close to hitting the splashdown, but the mental blocks of looking at the water or letting go of the boom kept them from spinning. Great though to see them jump and set the rig!</p>
<p>Andy M, Keith M, and I threw a number of flat water loops, with Keith showcasing top form with his clean rotation and sail away. All in all, a fun summer session at the Canadian Hole. Too bad the wind was not a few knots stronger to provide solid power on the ocean where the wind swell generates larger ramps. Perhaps we will have another session later this week?!</p>
